Proposed modifications consultation

Local plan 2011-2031: consultation on proposed modifications to the local plans

The Councils sought views from the public on proposed modifications to the Cambridge and South Cambridgeshire Local Plans having undertaken further work in response to initial concerns raised by the Inspectors examining the plans.

The consultation ran from 9am on 2 December 2015 to 5pm on 25 January 2016.

Consultation

The councils sought comments on the Cambridge and South Cambridgeshire Modifications Consultation Report and associated Sustainability Appraisal Addendum Report. The consultation ran from 9am on 2 December 2015 to 5pm on 25 January 2016.

Exhibitions

Exhibitions were held in Cambridge and South Cambridgeshire for people wishing to ask any questions or talk to council officers. Dates and venues for these exhibitions are listed below:

  • 15 December 2015, 9am to 6pm On the first floor outside the Council Chambers, The Guildhall, Market Square, Cambridge, CB2 3QJ;
  • 15 December 2015, 3pm to 7.30pm at South Cambridgeshire District Council, Cambourne Business Park, Cambourne, CB23 6EA*;
  • 17 December, 2.30pm to 8pm. In the large hall at Cherry Hinton Village Centre, Colville Road, Cherry Hinton, Cambridge, CB1 9EJ**;
  • 7 January 2016, 3pm  to 7.30pm at South Cambridgeshire District Council, Cambourne Business Park, Cambourne, Cambridge, CB23 6EA*;
  • 8 January 2016, 3pm to 7.30pm at The Scout and Guide HQ, Wollards Lane, Great Shelford, CB22 5AZ*;
  • 11 January 2016, 9am to 6pm. On the first floor outside the Council Chambers, The Guildhall, Market Square, Cambridge, CB2 3QJ;
  • 12 January 2016, 3pm to 7.30pm at Baptist Chapel Hall, High Street, Teversham, CB1 9AS**;
  • 14 January 2016, 3pm to 7pm at The Village Institute, High Street, Great Abington, CB21 6AB*.

A copy of the exhibition boards [PDF, 0Kb] are available to view. A summary exhibition board was also produced and was on permanent display at Cambridge City Council’s Customer Services Centre in Mandela House during the consultation period.

Why did the Councils consult on Proposed Modifications?

The Cambridge and South Cambridgeshire Local Plans were submitted to the Secretary of State on 28 March 2014 for examination. The examinations of the Local Plans commenced on 4 November 2014.

The Planning Inspectors wrote to the Councils in May 2015 [PDF, 0.2MB] raising some initial concerns relating to objectively assessed need for new housing, the development strategy and conformity with national planning policy, and invited the Councils to undertake additional work to address those issues before the examinations progress further. The Councils agreed to undertake additional work and the examinations were formally suspended until March 2016.

The Councils carried out additional work to address the issues raised by the Inspectors and  identified a small number of modifications to the Local Plans. The Councils sought views on the proposed modifications between 2 December 2015 and 25 January 2016. The modifications were subject to Sustainability Appraisal.

Council meetings to consider the outcome of further work and proposed modifications were held in November.

What happens next?

The Councils considered the results of the public consultation, these were approved by their respective committees in March 2016:

On 31 March 2016 the Councils submitted the consultation responses, evidence base documents and associated proposed modifications to the Inspectors for consideration.

It is for the Inspectors running the examination to decide whether they will hold additional hearings in relation to the issues covered in this modifications consultation; they may consider the written comments sufficient for their purposes.

What happens next?

Council meetings to consider the outcome of further work and proposed modifications were held in November.

The meetings considered key findings from the workstreams, any modifications to the Local Plans, and agreed the documents for consultation. Joint public consultation (for Cambridge and South Cambridgeshire modifications) was held between 2 December 2015 and 25 January 2016.

The councils' have considered the responses to the consultation and will be  presenting the results to their respective committees for approval, after which the findings can be submitted to the Planning Inspectors.
