Energy Company Obligation scheme

The Energy Company Obligation (ECO) is a government scheme to tackle fuel poverty, reduce energy bills and help reduce carbon emissions.

The scheme provides funding to help eligible council or social housing tenants to pay for improvements to their homes. Private tenants and homeowners who receive certain benefits might also qualify for the scheme.

Potential improvements include:

  • insulation in the roof, walls or floor
  • low-carbon heaters, such as heat pumps, boilers or electric storage heaters
  • solar panels
  • window glazing
  • external doors

Eligibility

If you live in council or social housing, your home must have an energy efficiency rating of E, F or G.

If you are a private tenant, you might be eligible if you receive any of the benefits listed below. Your home must have an energy efficiency rating of E, F or G.

If you own your home, you might be eligible if you receive any of the benefits listed below. Your home must have an energy efficiency rating of D, E, F or G.
