Changing taxi vehicle ownership


You can apply to transfer your taxi vehicle licence to one or more other people, or add or remove people from the licence.

All named proprietors must be either:

  • a current licensed taxi driver
  • a registered non-driver proprietor who has undertaken the safeguarding course and provided a basic disclosure

At least one of the proprietors must be the owner of the vehicle, as shown on the bill of sale or hire-purchase or lease agreement.

If any money is owed for the vehicle, the person named on the finance agreement must remain on the licence.

All named proprietors are equally liable, for both the vehicle and licence.

Required documents

Applicant

You must upload copies of the following documents with your application. Photos or scans are acceptable, if all the relevant information is clear.

You must provide:

  • a bill of sale
  • hire-purchase or lease agreement for the vehicle
  • a V5 certificate or new keeper slip
  • a valid insurance certificate
  • the current vehicle licence
  • your passport or driver’s licence, or other identification with both a photograph and signature

Other named proprietors

All other proprietors, apart from the licence holder submitting this application, must email the following documents to us within seven days.

For security purposes, we can only accept them from the email address we hold on file for each proprietor.

Photos or scans of the documents are acceptable, if all the relevant information is clear.

In the licensing portal, select ‘private hire or hackney: vehicle transfer of ownership’.

As well as the documents listed above, you will need the personal details of all proprietors being added or removed from the licence. This includes their full name, address, date of birth, phone number and email address.

You need an account to use the portal – you must register if you do not have one. Read our licensing portal guidance to learn how to use the portal, and contact us if you have any problems using it.

We will email the amended licence to all proprietors named on it.

We will decline any incorrect applications and refund the fee, and you will need to submit a new application.
