Cambridge City Council is saddened to learn of the passing of John Hipkin, former councillor for Castle Ward, who served the city with great distinction over a public service career spanning nearly three decades.
John died on Saturday, 12 July 2025. His legacy leaves an indelible mark on both the local and national landscape, through roles in government and education, and in the countless lives he touched through his thoughtfulness, integrity, and dedication to public service.
A city councillor for 29 years between 1992 and 2021, John first entered Cambridge politics as a member of the Liberal Democrats, later choosing to serve as an Independent after 2007. During this time, he held some of the Council’s most senior positions, including Mayor of Cambridge (2005–06) and Chair of the Planning Committee. He also served as a County Councillor, both in the 1970s (for Labour) and again from 2013 to 2017 as an Independent.
Beyond local politics, John was widely respected for his work in education policy. He was a founder and director of the Advisory Council for Education, where his contributions were recognised nationally. His commitment to lifelong learning, civic engagement, and thoughtful planning earned him a reputation as a sincere and principled leader.
Born in Derby and raised in Barnardo’s children’s homes and foster care in London, John’s early life shaped his deep empathy and passion for social justice. He moved to Cambridge in early adulthood and soon became a beloved fixture in its civic life. His remarkable journey from a ‘Barnardo’s boy’ to city mayor and national advocate for education stands as a testament to his resilience and vision.

John Hipkin’s legacy as a councillor, educator, and passionate advocate for the people of Cambridge will long be remembered.
John is survived by his devoted wife, former councillor Marie-Louise Holland, his seven children and eleven grandchildren. The thoughts and condolences of councillors and staff are with his family at this time.
