Supplementary planning documents

Supplementary Planning Documents (SPDs) add further detail to the policies in the Local Plan. They can be used to provide further guidance for development on specific sites, or on particular issues, such as design.

These documents can be a material consideration in planning decisions but are not part of the development plan.

Development frameworks and briefs

Development frameworks and briefs are usually prepared to guide development on larger sites in the city.

They enable stakeholders to be aware of any key issues and to become involved in dealing with them, before planning applications are submitted. They help to avoid delays during the formal consideration of planning applications and provide a degree of certainty for the financing and programming of developments.

These documents can be a material consideration in planning decisions but are not part of the development plan.

Planning guidance

Planning guidance documents may include an initial assessment to help inform a strategy or outline the steps that an applicant might need to follow to address a particular matter.

These documents can be a material consideration in planning decisions but are not part of the development plan.

The following guidance notes have now been replaced with contents in the Local Plan 2018:

  • Roof extension guidance – in appendix E
  • Shopfront guidance – in appendix H
