Expensive fly-tipping clearance prompts launch of fly-tipping campaign

CAMBRIDGE City Council has cleared 1,465 incidents of fly-tipped waste in the last year, including furniture, white goods, black sacks and green waste which cost £107,770, prompting the council’s participation in the S.C.R.A.P fly-tipping campaign.

The campaign reminds people to check their waste is being taken away for disposal by a licensed carrier (including businesses such as plumbers and builders) – either by asking to see a Waste Carrier's Licence or by looking up the company on the Environment Agency website.

People can avoid an unlimited fine by following the S.C.R.A.P code:

  • Suspect ALL waste carriers
  • Check with the Environment Agency on 03708 506 506 that the provider taking your waste away is licensed
  • Refuse unexpected offers to have waste taken away
  • Ask what will happen to your waste
  • Paperwork should be obtained – get a full receipt

The council is one of the partners of Cambridgeshire Fly-tipping Group that is led by The Cambridgeshire and Peterborough Waste Partnership (RECAP), which is using the S.C.R.A.P campaign to fight the blight of fly-tipping and cut the clear up costs.

The S.C.R.A.P. campaign is based on an award-winning and successful national campaign that continues to be developed by councils throughout the country. 

Between 2012/13 and 2017/18 Cambridge saw a 34.7% increase in the number of incidents of fly-tipping in the city (up from 1,087 to 1,465).

The council will be starting the S.C.R.A.P campaign in Cambridge as a 12 week initiative to work with local residents to raise awareness of the criminal act of fly-tipping and gathering evidence from witnesses and target known ‘hot spots’ to catch offenders. 

The council tackles fly-tippers both through penalty notices and court action. In June 2016, £400 fixed penalty notices were introduced by the council for small scale fly-tipping and over 150 of these have already been issued since their launch.

Following on from the SCRAP campaign and beginning in January 2020 the council will start to issue fixed penalty notices for breach of household duty of care which were approved by councillors at the Environment and Community Scrutiny Committee in March 2019.

The fixed penalty notice for breaches of the household waste duty of care are set at £400, and can be used in cases where occupiers of domestic properties fail to take reasonable measures to ensure that the household waste they produce is transferred to an authorised person. Enforcement action will focus on those who, as a result of not meeting their duty of care, enable their waste to be fly-tipped or otherwise inappropriately disposed of.

Cllr Rosy Moore, Executive Councillor for Climate Change, Environment and City Centre said:  “Our S.C.R.A.P campaign is there to help people dispose of their waste safely, responsibly and within the law.  

“Just doing a few simple things like checking the licence of someone taking your rubbish away or not paying in cash can really help reduce fly-tipping. 

“It is simple enough to dispose of your waste correctly and safely and there is no excuse for the scenes our officers are faced with when called to one of these sites.

“We have a very clear and strong standpoint, which this campaign echoes – if it’s your waste it’s your responsibility."
