Consultation on the Grafton Area of Major Change - Masterplan and Framework SPD

Introduction and background

This draft Supplementary Planning Document (SPD) [PDF, 22.8MB] sets out a masterplan and framework for development of the area covering Fitzroy Street, Burleigh Street and the Grafton Shopping Centre. Proposed uses are mixed, including additional retail and leisure, and some residential and student accommodation development. This is set out in the emerging Local Plan for Cambridge.

This draft SPD is intended to expand on the policies contained within the emerging Local Plan for Cambridge. It provides a masterplan and framework to help guide the preparation and assessment of future planning applications within the area.

Consultation information

In developing the draft masterplan and framework so far, the council has been working with the landowners and local interest groups, and have held a series of workshops to discuss the options for development. 

These workshops have informed the development of the masterplan and framework and you can view a workshops event record here [PDF, 270kB].

The draft SPD has been agreed for consultation at committee, and this is now the opportunity for the wider public to engage with the proposals.

You can make comments on the draft SPD by using the council's online consultation page, by emailing at policysurveys@Cambridge.gov.uk, or by writing to the council. If emailing or writing to the council, we recommend you use this response form, as it will help you comment on the specific parts of the SPD that you are interested in. Events

The council will be holding two public exhibitions for people wishing to ask any questions, raise comments, or talk to council officers. 

These will be held in the Great Hall at the Grafton Centre, Cambridge, CB1 1PS. The Great Hall is at the bottom of the escalator near H&M and Costa. The exhibition dates are times are:

  • Saturday 30 September, 11am to 3pm
  • Wednesday 1 November, 2 to 8pm

Next steps

Following the public consultation, the council will consider all the views and comments submitted and make any necessary changes to the draft SPD.

The document will then go back to committee for approval and then be adopted as an SPD.

This will then form a material consideration which will be taken into account by Cambridge City Council when deciding any future planning applications for the area.

Any proposals will have to comply with the policies in the emerging Local Plan.
