The minutes of the meeting held on 27 June 2001 were confirmed as a correct record and signed by the Chair.

Apologies for absence were received from Councillors Blencowe and Nimmo-Smith.  Councillor Dixon attended as an alternate member for Councillor Nimmo-Smith.

 

01/j/62                        DECLARATIONS OF INTEREST

 

Code of Conduct (non-financial) interests were declared as follows:

 

Councillor Dryden, in relation to application C/01/0565, 107 Fishers Lane, as he resided close to the application site.

 

            Councillor M Schofield, in relation to application C/01/0583, 71 Barton Road, as he was acquainted to a next-door neighbour of the application site.

 

            Councillor Slatter, in relation to application C/01/0611, 35 Barrow Road, as she was a ward councillor and long-term resident of the area, and was acquainted to many of the people involved.

 

            Councillor Smith, in relation to application C/01/0728, 5 Tiptree Close, as he was acquainted to a next-door neighbour of the application site.

 

In each case, the member concerned remained in the room and took part in the decision.

 

01/j/63                        Planning Applications

 

A summary of decisions on applications for planning consent is set out in the appendix to these minutes. Full details of the decisions, conditions of permissions and reasons for refusals may be inspected in the Environment and Planning Department.

 

Resolved  that

 

  1. Planning applications considered by the Subcommittee be determined as set out in the appendix 1 to these minutes.

 

  1. Conditions or grounds for refusal, which the subcommittee had delegated to the Director of Environment and Planning to draw up during the course of the meeting, following consultation with the Chair and Spokesperson, be as set out in appendix 2 to these minutes.

 

01/j/64            PROPOSAL TO STOP-UP FOOTPATHS AT THE FORMER CATTLE MARKET

 

The Director of Environment and Planning presented a report on behalf of the Head of Property and Building Services which requested the Sub-Committee to consider the making of stopping-up orders in respect of two footpaths which crossed the site of the former cattle market.

 

Resolved (with no votes against) that

 

1)     The Sub-Committee is satisfied that it is necessary to stop-up the following footpaths in order to enable a mixed use leisure development to be carried out on the site of the former cattle market in accordance with planning permission reference C/98/0355/FP:

 

i)                    the footpath shown on the plan in Appendix 1 to the report by bold black dashes between the points marked “A”, “B” and “C”; and

ii)                  the footpath shown on the plan in Appendix 1 to the minutes by bold black dashes and dots between the points marked “D” and “B”.

 

2)     The making of stopping-up orders in respect of the footpaths identified at 1i) and 1ii) above be authorised, pursuant to section 257 Town and Country Planning Act 1990.

 

3)     The advertisement of the Council’s proposals in accordance with the requirements of the Town and Country Planning Act 1990 be authorised.

 

4)     The Head of Legal and Democratic Services be authorised to confirm the stopping-up orders if no objections to the confirmation of the orders are received within the statutory consultation period.
