CASTLE PUBLIC HOUSE
The Head of
Environmental Health and Waste Strategy presented a report which recommended
that a Public Entertainment Licence be granted for the Castle Public House, St
Andrew’s Street, subject to conditions.
The Police Service
and the Fire Service advised that they had no objections to the application,
subject to the recommended conditions.
Resolved (with no votes against) that a Public Entertainment Licence be granted
for the Castle Public House, St Andrew’s Street, subject to the conditions
recommended in the report.
01/m/42 PUBLIC ENTERTAINMENT LICENCE: DOBBLERS INN PUBLIC HOUSE
The Head of
Environmental Health and Waste Strategy presented a report which recommended
that a Public Entertainment Licence be granted for the Dobblers Inn Public
House, subject to conditions.
The Police Service
and the Fire Service advised that they had no objections to the application,
subject to the recommended conditions.
Resolved (with no votes against) that a Public Entertainment Licence be granted
for the Dobblers Inn Public House, Sturton Street, subject to the conditions
recommended in the report.
01/m/43 PUBLIC ENTERTAINMENT LICENCE: THE RED LION PUBLIC HOUSE
The Head of Environmental Health and Waste Strategy presented a report which recommended that a Public Entertainment Licence be granted for the Red Lion Public House, Mill End Road, subject to conditions.
The Chair read out an e-mail from one of the ward councillors, Councillor Dryden, which expressed support for the application.
The Police Service
and the Fire Service advised that they had no objections to the application,
subject to the recommended conditions.
Barry Smart and Margaret Calvey of the Red Lion Public House attended in support of the application. They confirmed that, although events had been advertised, these had been cancelled as no Public Entertainment Licence was in force.
Resolved (with no votes against) that a Public Entertainment Licence be granted for the Red Lion Public House, Mill End Road, subject to the conditions recommended in the report.

PUBLIC ENTERTAINMENT LICENCE: FAT JACKS PUBLIC HOUSE
The Head of Environmental Health and Waste Strategy
presented a report which recommended that a Public Entertainment Licence be
granted for Fat Jacks Public House, Histon Road, subject to conditions.
A petition signed
by nine local residents, two letters from local residents and an e-mail from
one of the ward councillors, Councillor White, all objecting to the
application, were tabled.
The Police Service
and the Fire Service advised that they had no objections to the application,
subject to the recommended conditions.
The Police Service reported that there had been several incidents of
assault or disorder since the current landlord took over the premises in July
2000; however, there had been a decrease in such incidents compared to when the previous landlord was
in charge. There had also been
incidents of damage to property in the area, but there was no evidence that
these had been caused by clients of Fat Jacks.
Mr Price of Fat
Jacks spoke in support of the application and answered questions. He said that he would work with the Council
and comply with conditions. He had
already rid the pub of trouble-makers and would employ doormen to ensure that
they did not return. He would contact
local residents and listen to their concerns.
He confirmed that, although he was already holding events at the pub
involving music, these were not of a kind that required a Public Entertainment
Licence.
Councillor White
stressed that local people had complained about loud music from the premises
and damage to their property caused by its clientele. He felt that it was inappropriate for a pub in a residential area
to stage the kind of events that were applied for. Although doormen kept trouble-makers away, it was not appropriate
that they should be stationed at a pub in a residential area. There was already a problem with loud music
coming from the premises; the granting of a Public Entertainment Licence would
only aggravate this situation.
Resolved that a Public
Entertainment Licence be granted for Fat Jacks Public House, Histon Road, subject
to the conditions recommended in the report.
In announcing the decision, the Chair suggested that
the applicant should become acquainted with the local residents who had made
complaints regarding Fat Jacks and attend residents’ meetings. He should also put a notice up in the pub
asking clients to respect local residents when leaving the premises.

ENTERTAINMENT LICENCE: ART GALLERY,
KETTLES YARD
The Head of
Environmental Health and Waste Strategy presented a report which recommended
that a Public Entertainment Licence be granted for the Art Gallery, Kettles
Yard, Castle Street, subject to conditions.
The Police Service
and the Fire Service advised that they had no objections to the application,
subject to the recommended conditions, although the Fire Service would require
illuminated exit notices to be installed.
Michael Harrison
of the Art Gallery attended in support of the application. In answer to a question from Councillor
Hipkin, he confirmed that events had previously been held at the Art Gallery,
but they had not been of a kind that required a Public Entertainment Licence.
Resolved (with no votes against) that a Public Entertainment Licence be granted for the Art Gallery, Kettles
Yard, Castle Street, subject to:
i)
the conditions recommended in the
report; and
ii)
the installation of illuminated exit
notices.

ENTERTAINMENT LICENCE: SORRENTO HOTEL
The Head of
Environmental Health and Waste Strategy presented a report which recommended
that a full Public Entertainment Licence be granted for the Sorrento Hotel,
Cherry Hinton Road, subject to conditions.
(Temporary permission for three events had previously been granted.)
The Police Service
and the Fire Service advised that they had no objections to the application,
subject to the recommended conditions.
Resolved (with no votes against) that a full Public Entertainment Licence be
granted for the Sorrento Hotel, Cherry Hinton Road, subject to the conditions
recommended in the report.

The Head of
Environmental Health and Waste Strategy presented a report which recommended
that the Public Entertainment Licence for Toxic 8, Guildhall Street, be renewed
subject to existing conditions.

and the Fire Service advised that they had no objections to the application,
subject to the recommended conditions.

01/m/48 PUBLIC ENTERTAINMENT LICENCE: THE EARL OF BEACONSFIELD
PUBLIC HOUSE
The Head of
Environmental Health and Waste Strategy presented a report which recommended
that authority be delegated to him to approve the granting of a Public
Entertainment Licence for The Earl of Beaconsfield Public House, Mill Road,
subject to there being no adverse comments after public consultation and to
conditions. He would consult the Chair
and Spokesperson if there were any problems.
The Police Service
and the Fire Service advised that they had no objections to the application,
subject to the recommended conditions.
A representative
of The Earl of Beaconsfield Public House attended in support of the
application.
Resolved (with no votes against) that authority be delegated to the Head of
Environmental Health and Waste Strategy to approve the granting of a Public
Entertainment Licence for The Earl of Beaconsfield Public House, Mill Road,
subject to there being no adverse comments after public consultation and to the

01/m/49 PUBLIC ENTERTAINMENT LICENCE: THE CENTRE AT ST PAUL’S
The Head of
Environmental Health and Waste Strategy presented a report which recommended
that an application for a variation to the Public Entertainment Licence for the
Centre at St Paul’s, Hills Road, to allow events to finish at midnight on
Friday and Saturday nights, be refused.
The Police Service
and the Fire Service advised that they had no comments on the application.
Resolved (with no votes against) that the application for a variation to the
Public Entertainment Licence for the Centre at St Paul’s, Hills Road, be
refused, on the grounds that the monitoring of three temporary events had
identified the potential for noise disturbance after 11.00pm to residential
properties nearby, especially during the summer months.
01/m/50 PUBLIC ENTERTAINMENT LICENCE: HAYMAKERS PUBLIC HOUSE
The Head of
Environmental Health and Waste Strategy presented a report which recommended
that an application for a variation to the Public Entertainment Licence for the
Haymakers Public House, Chesterton High Street, to hold a Christmas Eve event
to finish at 11.30pm and a New Year’s Eve event to finish at 1.30am, be
refused.
The Police Service
and the Fire Service advised that they had no comments on the application.
Resolved (with no votes against) that the application for a variation to the
Public Entertainment Licence for the Haymakers Public House, Chesterton High
Street, be refused, on the grounds that the Licence which it is sought to
extend will not be in existence after 31 March 2001, unless the scheme of sound
insulation agreed by the Sub-Committee in 2000 has been fully implemented.
01/m/51 PUBLIC ENTERTAINMENT LICENCE: MAGDALENE COLLEGE
The Head of
Environmental Health and Waste Strategy presented a report which recommended
that an occasional Public Entertainment Licence be granted to Magdalene College
for an outdoor classical concert.
The Police Service
and the Fire Service advised that they had no objections to the application.
A representative
of Magdalene College attended in support of the application.
Resolved (with no votes against) that an occasional Public Entertainment Licence
be granted to Magdalene College for an outdoor classical concert on Monday 18
June 2001 from 6.00 to 8.30pm.
01/m/52 PUBLIC ENTERTAINMENT LICENCE: KING’S COLLEGE
The Head of
Environmental Health and Waste Strategy presented a report which recommended
that an occasional Public Entertainment Licence be granted to King’s College
for a Singing on the River outdoor concert.
The Police Service
and the Fire Service advised that they had no objections to the application.
Resolved (with no votes against) that an occasional Public Entertainment Licence
be granted to King’s College for a Singing on the River outdoor concert on
Sunday 24 June 2001 from 7.30 to 8.30pm.
01/m/53 PUBLIC ENTERTAINMENT LICENCE: CAMBRIDGE FOLK FESTIVAL
The Head of
Environmental Health and Waste Strategy presented a report which recommended
that an occasional Public Entertainment Licence be granted for the Cambridge
Folk Festival 2001, subject to conditions.
The Police Service
and the Fire Service advised that they had no objections to the application,
subject to the recommended conditions.
Eddie Barcan
and Ken Rankin of the City Council’s Marketing and Promotions Section attended
in support of the application. Members
congratulated them on the success of the Folk Festival in previous years.
Resolved (with no votes against) that an occasional Public Entertainment Licence
be granted for the Cambridge Folk Festival 2001, to be held in the grounds of
Cherry Hinton Hall on 26 July between 4.00pm and midnight, on 27 July between
2.00pm and midnight, on 28 July between 10.00am and midnight, and on 29 July
between 11.00am and midnight, subject to the conditions recommended in the
report.

FOR PUBLIC ENTERTAINMENT LICENCES APPROVED UNDER DELEGATED POWERS
The
Sub-Committee noted the applications for Public Entertainment Licences that had
been or would be approved under delegated powers, as listed on the agenda.
The Fire
Service reported that the self-certification form for electrical safety had not
yet been received in respect of St Andrew’s School and St Bede’s Inter-Church
School; these applications could not be approved until the form had been
received.

The
Sub-Committee noted the transfer of licensees’ names in respect of two
premises, as listed on the agenda.

The
Sub-Committee noted the standard conditions which were applied to all Public
Entertainment Licences for May Balls and June Events, as included with the
agenda.

ENTERTAINMENT LICENCE: DOWNING COLLEGE JUNE EVENT
The Head of
Environmental Health and Waste Strategy presented a report which recommended
that a Public Entertainment Licence be granted for the 2001 June Event at
Downing College, subject to conditions.

and the Fire Service advised that they had no objections to the application,
subject to the recommended conditions.

that a Public Entertainment Licence be granted for the 2001 May Ball at Jesus

and the Fire Service advised that they had no objections to the application,
subject to the recommended conditions.
Will Gay of Jesus College attended in support of the application and confirmed that the College would inform the residents of Park Street that the Ball would be taking place.

ENTERTAINMENT LICENSING
The Head of
Environmental Health and Waste Strategy presented a report which:
a)
proposed an
extension to the consultation process to more fully engage members of the
public who could be adversely affected by a premises licensed for public
entertainment; and
b)
proposed
further delegated authority to the Head of Environmental Health and Waste
Strategy to approve new applications for Public Entertainment Licences in
certain circumstances.
The Sub-Committee
felt that it would be important for members to be kept informed as to which
applications had been approved under delegated authority.
Resolved (with no votes against) that
1)
The Head of
Environmental Health and Waste Strategy be authorised to extend the
consultation process on applications for Public Entertainment Licences to
members of the public in accordance with section 4a of the report.
2)
Authority be delegated
to the Head of Environmental Health and Waste Strategy to approve new
applications for Public Entertainment Licences in accordance with section 4b of
the report.
3)
Members of the
Licensing Sub-Committee and ward councillors be informed of all applications
approved under the delegated authority granted in resolution 2 above.
01/m/61 CARRIAGE
OF ASSISTANCE DOGS IN PRIVATE HIRE VEHICLES
The Head of
Transport Services presented a report which sought approval to a requirement
that drivers of Private Hire Vehicles should carry “assistance dogs” without
charge.
Members asked the
Head of Transport Services to inform relevant organisations that this
requirement had been adopted.
Action by:
Head of Transport Services
Councillor Hipkin
suggested that it would be more correct for the requirement to read, “Private
Hire Vehicles must permit the carriage of a guide dog….”, rather than “…must
carry a guide dog…”.
Resolved (with no votes against) that the following condition be included within Cambridge City Council’s “Private Hire Vehicle Licence Conditions”:
“Private Hire Vehicles must
permit the carriage of a guide dog or assistance dog belonging to a passenger,
free of charge, unless the driver has a proven medical condition that would
preclude such action and is in possession of an appropriate exemption
certificate issued by the Licensing Officer.
Drivers have a responsibility to ensure that their company is aware of
such an exemption when they are first employed”.

CRESTS FOR HACKNEY CARRIAGE VEHICLES AND DOOR SIGNS FOR PRIVATE HIRE VEHICLES
The Head of Transport Services presented a report which sought to ensure that the Hackney Carriage Vehicle Proprietors and Private Hire Operators licensed by Cambridge City Council complied with the conditions agreed by the Environment Committee at its meeting on 7 November 2000.
Resolved (with no votes against) that the conditions in respect of door signs be
agreed as set out in section 2.1 (Hackney Carriage Vehicles) and section 2.2
(Private Hire Vehicles) of the report.

OF THE PUBLIC
Resolved (with
no votes against) that the public be excluded from the meeting for the next
item on the grounds that if they were present there would be disclosure to them
of information defined as exempt from publication by paragraphs 7 and 14 of
Part I of Schedule 12a of the Local Government Act 1972.

OF AN INDIVIDUAL’S TAXI LICENCES
The Head of
Transport Services presented a report which requested the Sub-Committee to
review the standing of an individual’s Hackney Carriage Driving Licence and
Hackney Carriage Vehicle Licence in the light of his conduct and behaviour as
identified in the report.
The individual
concerned attended with two legal representatives. They addressed the Sub-Committee and answered questions.
After some
discussion, and at the request of the individual’s barrister, it was
