8       TO CONSIDER THE FOLLOWING NOTICES OF MOTION, NOTICE OF WHICH HAS BEEN GIVEN BY:

(a)     Councillors Hipkin and Taylor

The Council notes that the White Paper 'Strong Local Leadership, Quality Public Services' calls on councils to 'stand up and speak out for all local people' and that the Office of the Deputy Prime Minister has said that one of the roles of local authorities is to 'allow local communities to articulate their aspirations, needs and priorities.'

The Council further notes the widespread concern among citizens of Cambridge about the Government's policy towards Iraq.

The Council records the local community's profound disquiet about the Government's failure to rule out military action against Iraq without the approbation of the United Nations and regardless of international law.

The Council also notes with exasperation that the Government can so easily find money for military adventures at the same time as denying adequate resources for domestic priorities such as housing, transport and the environment.

 (b)     Councillor Slatter

The Council regrets the environmental degradation resulting from the use and thoughtless disposal of drinks cans and glass bottles in this City, and therefore urges the Government to introduce legislation requiring retailers to pay deposits on all returned recyclable beverage containers to discourage litter and encourage recycling.

(c)     Councillors Dryden and Bagnall

This Council regrets the felling of healthy trees in Cherry Hinton Ward which were planted in memory of those who lost their lives fighting for their country in the Second World War. This proposal was supported by two councillors elected to represent the ward, who lacked an adequate knowledge of the history and heritage of the village, and we call on them to acknowledge publicly their regrettable error. And the Council commits itself to investigating the possibility of securing a permanent alternative memorial in Cherry Hinton.

(d)     Councillors Bradnack and Blencowe

This Council welcomes recent attempts by a range of agencies in response to residents’ concerns to address difficult issues of crime and law enforcement in some parts of Mill Road; but identifies a lack of capacity within the Community Safety Strategy for the partner organisations involved to focus collectively, pro-actively and effectively on identifiable crime hotspots, and requests the Partnership take steps to address this issue.
