8       APPLICATIONS FOR PUBLIC ENTERTAINMENT LICENCES APPROVED UNDER DELEGATED POWERS (FOR INFORMATION)

 

To note that the applications made relating to the premises shown below have been approved by the Head of Environmental Health and Waste Strategy under delegated powers.

 

Pure, 90-92 Regent Street - licence to hold three events.

 

9       Motor Salvage Operators Regulations 2002

 

Council at its meeting on 28 November delegated to Licensing Committee the powers under these regulations.

 

These regulations are made under the Motor Vehicles  (Crimes) Act 2001 and are now in force. The regulations require the licensing of all those businesses that sell and recycle second hand car parts . This legislation is designed to help control vehicle crime . This is a purely administrative function which local authorities are required to carry out. All the enforcement provisions fall  to the Police.

 

The Head of Environmental Health and Waste Strategy ( HEHWS) already has delegated authority to act and issue Scrap Metal Dealers Licenses  and it is recommended that members similarly give delegated authority to the HEHWS act in relation to these new but similar provisions. It should be noted that research has been undertaken in the local area and to date we are aware of only one such trader operating within the City.

 

Recommendation:

 

To delegate authority to the Head of Environmental Health and Waste Strategy to consider and issue licences under the Motor Salvage Operators Regulations 2002.

In the event of the fire alarm sounding  (which is a continuous ringing sound), you should pick up your possessions and leave the building by the route you came in. Once clear of the building, you should assemble on the pavement opposite the main entrance to the Guildhall and await further instructions. If your escape route or the assembly area is unsafe, you will be directed to safe areas by a member of Cambridge City Council staff.
