5          PUBLIC QUESTION TIME see below for detail of the scheme and other public information.

6          PETITIONS

A petition has been received from the Colville Road Residents’ Association, containing 114 signatures.  The petition is written in the following terms:

We, the undersigned residents of the Colville Road estate, which comprises some of the oldest housing stock owned by Cambridge City Council, petition the Council to take account of the age of these properties, and to place them on the priority list for installation of plastic windows in the light of that.

On being called by the Chair, the petitioners presenting the petition to the Committee may speak in total for 5 minutes.  Members of the Committee may then question those presenting the petition for 5 minutes, which can be extended by a further 5 minutes at the Chair’s discretion.

Another petition has also been received, written in the following terms:

We the undersigned call upon the City Council to fit double glazing to houses that still have metal framed windows in Ross Street.

This petition contains 20 signatures, fewer than the requisite number to permit the petitioners to present the petition to the Committee.

The Director of Community Services responds to the two petitions as follows:

“The Area Surveyor will revisit these homes to check their original condition rating  (Adequate).  This will enable a re-assessment of their current position on the programme to be made.  However, it should be remembered that the Government’s Decent Homes initiative has now become the main driver for future programmes and the impact of this act on our future programmes of work will not be known until mid-June 2002, when the business planning process is completed.”
