Residents' Parking

A quick guide to the main points of resident parking schemes
 

The following general information outlines the scheme for Residents Parking in various areas in the City of Cambridge

Who is a resident?

A resident for the purposes of this Parking Scheme is a person whose principal place of abode is at an address in one of the streets listed here.

Residents of new developments, or properties that have been redeveloped or converted since the introduction date of the parking scheme for their area, are generally not eligible for residents permits. However these properties maybe eligible for visitor’s permits. In these circumstances, please contact us for further information.

How to obtain a resident’s and / or visitor’s permit

If you are a resident who is the owner or approved keeper of a vehicle you may apply to the Council for the issue of a resident’s permit in respect of that vehicle. You may also apply to the Council for the issue of a permit or permits for your visitors vehicles.

Application forms for both types of permit can be obtained from Environment and Planning, The Guildhall, Cambridge CB2 3QJ or by downloading the form from our website.

Where can a resident or a visitor park and for how long?

Resident’s permit holders and their visitors displaying a valid permit will be able to park without limitation in bays specifically signed as Resident Permit Holders only. Permit holders will have use of marked bays or specified lengths of streets during the times and days detailed here. The issuing of a permit does not guarantee that a space will always be available. The existing waiting restrictions in the remaining lengths of streets will continue to apply to residents, their visitors and other motorists. Permit holders may not use Pay & Display spaces without further payment of the parking charges.


Resident or Visitor Permits are not required on a Bank Holiday.

Can a resident apply for more than one visitor’s permit?

Each visitor’s permit is valid for five visits of up to one day’s duration each. A resident may apply for a maximum of 12 permits at any one time. On each visit the visitor must enter his / her vehicle registration number and the date clearly, in ink, on the permit.

Enforcement

Civil Enforcement Officers (CEOs) will enforce the parking scheme. A resident must make sure that, during the operational hours, any permit is clearly displayed on the vehicle so that all the details can easily be seen by the CEOs. Failure to do so will mean that the resident’s or visitor’s vehicle is subject to the existing parking restrictions. The co-operation of residents in displaying permits will assist CEOs to detect offenders quickly and minimise misuse of residents’ parking bays.

The current charges are listed below. Each permit is valid only for the parking zone for which it was issued.

Refunds

i) Residents Permits

A permit holder who surrenders a permit to the Council shall be entitled to a refund for each complete three months which remain unexpired, subject to a minimum of three months unexpired. Refunds will be in the form of a cheque, which will be posted to the recipient. Cash refunds cannot be made.

ii) Visitors Permits

A resident who surrenders visitors permits with five days unused shall be entitled to a full refund by cheque for the amount paid for that permit.

Visitors’ Permits Free of Charge

Any resident who is elderly and / or infirm and who requires regular visits from relatives or official services on medical grounds may apply for visitors permits free of charge by contacting Environment and Planning, The Guildhall, Cambridge CB2 3QJ (Tel. 01223 457317) for an application form.

The Council requires, on the application form, your doctor to assess your infirmity or lack of mobility together with an estimate of the number and frequency of official visits required. If you require assistance in filling in any form or visiting the Guildhall to collect any permits please do not hesitate to ring the above telephone number. Council officers will be happy to help you in any way they can.

How many free permits can a resident obtain?

This will depend on individual circumstances. If you qualify for free visitors’ permits the number to be issued will be determined in the light of your doctor’s assessment. No more than 12 permits (i.e. 60 days or visits) will be issued at one time.

What if I am a registered disabled resident?

You will be entitled to visitors permits free of charge subject to satisfying the above requirements. However, as a registered disabled person you may be eligible for a blue badge even if you do not own or use a vehicle. Any vehicle displaying a valid blue badge can park within a resident’s parking space or on a short stay parking space without limit and free of charge.

Some definitions

1. ‘Owner’ in relation to a vehicle means the person by whom the vehicle is kept and used

2 ‘Vehicle’ includes passenger vehicle, dual-purpose vehicle, light goods vehicle under 30 cwt / 1,500 kg and motorcycle/moped.
