Members of the public are welcome at City Council meetings.
The Committee Rooms and Council Chamber are located on the first floor of The Guildhall.
Members of the public have the right to speak at all meetings of full Council, all committees, sub-committees and working parties, with the exception of Employment Appeals Sub-Committee and Taxi-Licensing Sub-Committee.

In September 2003 the council introduced a system of Area Committees.
