The draft Planning Obligation Strategy Supplementary Planning Document (SPD) will provide the framework for the negotiation and use of planning obligation money across the city.

Its main purpose is to provide the mechanisms to secure:

  • provision of new infrastructure or improvements to existing infrastructure
  • measures to mitigate the adverse impacts of development
  • measures to address the needs identified to accommodate the projected growth of Cambridge

The types of infrastructure requirements covered by the strategy include:

  • open space - including indoor and outdoor sports facilities, informal open space, provision for children and teenagers, strategic open space and allotments
  • transport
  • community facilities
  • education and lifelong learning
  • public realm
  • primary healthcare facilities (GP surgeries)
  • household waste and recycling facilities
  • charges for monitoring planning obligations

The new strategy follows on from and will replace the existing Planning Obligation Strategy Supplementary Planning Guidance document, which was originally adopted in 2002 and subsequently revised in 2004.

The draft strategy was made available for consultation for a six-week period from Monday 16 April until Tuesday 29 May 2007. During this time members of the public and other relevant stakeholders were invited to submit representations on the draft strategy.

The consultation period ended at 5pm on Tuesday 29 May 2007.

The Sustainability Appraisal

The draft Planning Obligation Strategy Supplementary Planning Document has been subject to a sustainability appraisal. This is to ensure that the document can be considered in light of its social, environmental and economic impacts.

The Sustainability Appraisal was also available for consultation at the same time as the draft strategy.
