Housing Strategy

The Housing Strategy 2009-2012 replaces our previous strategy which ran from 2004-2007 and was then refreshed for 2008.

It is based on priorities agreed through the Cambridge Sub-Regional Housing Strategy, the council’s medium term objectives, the Local Strategic Partnership’s Sustainable Community Strategy, and a range of council and county-wide strategies and plans which are already in place.

The main themes of the strategy are:

  • environmental impact
  • new homes and new growth
  • existing homes and communities
  • housing options and housing choice
  • supporting people - vulnerable people and people with diverse needs

A comprehensive action plan is being developed to deliver the strategy.

Sub-Regional Housing Strategy

The Cambridge Sub-Regional Housing Strategy (and its appendices) covers the areas of Cambridge, South Cambridgeshire, East Cambridgeshire, Fenland, Huntingdonshire, Forest Heath and St Edmundsbury.

Developed in partnership with a variety of partners and agencies, the strategy:

  • provides a picture of housing across the sub-region and identifies areas for action where sub-regional working can make a difference;
  • identifies resources for housing, and where there are gaps in resources;
  • highlights the sub-region’s priorities for action and investment;
  • sets out plans for 2008 to 2011 to address these priorities.

Cambridge sub-regional housing board (CRHB)

The Cambridge sub-regional housing board is a senior officer group of local authorities and partner agencies, set up to work jointly and collaboratively on strategic housing issues and sub-regional delivery of housing growth targets across seven districts.

Housing improvement plan

In 2005 we decided to retain our housing stock after 79% of tenants voted to remain with the council.

Following this we embarked on a housing improvement programme.

The current improvement plan covers the period 2008/2011 and is refreshed half-yearly.

The plan is used to drive service improvements and is monitored by the housing management team alongside the service planning and performance management processes.

Repairs and maintenance strategy

In order to deliver an effective and continuously improving repairs and maintenance service to council tenants and leaseholders the repairs and maintenance strategy document has been produced.

This supplements the department's housing asset management strategy and sets out a strategy to be adopted for the delivery of repairs and maintenance activity for the period 2009-11.

Private sector housing strategy

The aim of this strategy is to improve housing conditions and meet the needs of people living in the private sector, and should enable us to make best use of available resources to meet national and local objectives and priorities.

BME housing strategy

The purpose of this Black and minority ethnic (BME) housing strategy is to set out our priorities and plans, and how they will be achieved in conjunction with our partners, to ensure that all people in Cambridge have equal access to our housing services.

Homelessness strategy

This strategy aims to improve our services to homeless people and involve them more in providing these services..

Home energy strategy

The aim of the home energy strategy is to increase the efficient use of energy in existing homes in Cambridge and reduce the associated emissions of carbon dioxide (and other greenhouse gases) to mitigate climate change.

Older people's housing strategy

Our vision is for older people in Cambridge with a range of diverse needs to be able to:

  • live independently for as long as possible with support and/or adaptations if they need them
  • live in safe, decent, accessible, warm and energy efficient homes and to stay in their existing homes for as long as possible where they choose to do so
  • have a range of housing options to choose from, preferably close to services and facilities, to meet their particular needs
  • to have access to high quality and appropriate information and support to enable them to make informed choices about their housing

Strategic housing market assessment

The Cambridge Housing Sub-region launched its first strategic housing market assessment in June 2008. It shows a wide range of information on all aspects of the local housing market, and will help to help to inform our future housing strategy and individual developments in Cambridge and the surrounding area.
