We have set up joint committees with the County Council and South Cambridgeshire District Council to consider those issues relating to growth that span council boundaries.
Joint Development Control Committee (Cambridge Fringes)
Comprising councillors from the City Council (six), South Cambridgeshire District Council (six) and the County Council (four), it makes decisions about planning applications for major developments on the fringes of Cambridge. See 'Where growth will happen' for details of the planning applications on the Southern Fringe and in North West Cambridge that the committee has already considered. (Major applications wholly within the city boundaries eg, Station Area/CB1 and Addenbrooke's 20:20) remain the responsibility of the City Council's Planning Committee.
The next meetings of the Joint Development Control Committee for the Cambridge Fringes are due to take place on:
- 21 April 2010 at 10am at the Guildhall, Cambridge
- 19 May 2010 at 10am
- 16 June 2010 at 10am
A Joint Development Control Forum can also meet, prior to the consideration of planning applications, when a petition has been submitted in order to enable petitioners and applicants to give their views and to provide the means by which consensus can be built between the parties.
There is a separate Joint Development Control Committee for Northstowe, which comprises councillors from South Cambridgeshire District Council (SCDC) and Cambridgeshire County Council. It does not include city councillors as Northstowe is outside the city's boundaries.
More details can be found on SCDC's website. The Director of Joint Planning is Peter Studdert.
Cambridge City Finges Joint Committee
This joint planning policy (Section 29) committee came into being in July 2009 in order to oversee planning policy relating to growth in the Cambridge area. It consists of elected members from Cambridge City Council, Cambridgeshire County Council and South Cambridgeshire District Council. Its first meeting took place in September 2009. A Local Development Scheme relating to the work of the Committee was submitted to the Government Office for the East of England for approval in December 2009. Preparations are being made to develop an Area Action Plan for Cambridge Northern Fringe East between 2010 - 2012.
Joint Transport Forum
The decision to set up the Joint Transport Forum was taken at the same time as agreeing to establish the Joint Planning Policy Committee. Comprising councillors from the City Council, the County Council and South Cambridgeshire District Council, the Forum first met on 14 April 2008, when it agreed its terms of reference. Click here for details (including agenda papers and minutes) of how the Council is promoting ‘alternatives to dependence on car travel’.
