The Pollution Prevention and Control Act 1999 and the Environmental Permitting (England and Wales) Regulations 2010 regulate through a process of permitting industrial processes where there is the potential for significant emissions to the atmosphere (including water and land for Part A processes).
United Kingdom and European Union law defines the processes that are regulated under this legislation.
Part A1 processes are regulated by the Environment Agency, and Part A2 and Part B processes, which are less environmentally significant, are regulated by local authorities.
Further information and specific guidance on processes can be found on the Defra website.
Cambridge currently has about 20 permitted processes; further details of these processes can be requested from this department.
These processes are only permitted to operate in accordance with a permit that sets out conditions which regulate any emissions to atmosphere (also water and land for Part A processes).
The public register contains details of any monitoring undertaken on a site-specific basis. Typically, many of the authorised processes are in industrial locations and therefore should not give rise to concern to residential properties.
The council has adopted an enforcement policy in relation to its regulation of permitted processes. The policy is in accordance with national Enforcement Concordat principles and can be found below.
