CB1 Station Area Redevelopment

Application Description: The comprehensive redevelopment of the Station Road area, comprising 331 residential units (inclusive of 40% affordable homes); 1250 student units; 53560 sq m of Class B1a (Office) floorspace; 5255 sq m of Class A1/A3/A4 and/or A5 (Retail) floorspace; a 6658 sq m Polyclinic; 86 sq m of D1 (Art Workshop) floorspace; 1753 sq m of D1 and/or D2 floorspace (Gym, Nursery, Student/Community Facilities) and a 7466 sq m Hotel; along with a new transport interchange and station square, including 30 taxi bays and 9 bus stops (2 of which are double stops providing 11 bays in total), a new multi storey cycle and car park including accommodation for c.2750 cycle spaces, c.50 motorcycle space and c.652 car parking spaces; highway works including improvements to the existing Hills Road/Brooklands Avenue junction and the Hills Road/Station Road junction and other highway improvements, along with an improved pedestrian/cyclist connection with Carter Bridge; and works to create new and improved private and public spaces.
Application Summary: Members of Planning Committee resolved to approve the outline planning application for the CB1 Station Area Redevelopment at their meeting on Wednesday 8 October 2008. Planning permission will not be formally granted until the completion of a legal agreement. It is unlikely that the Agreement will be completed before Spring 2009 and Planning Committee members will have the chance to consider a detailed draft of the Agreement before it is signed.
The legal agreement will, amongst other things, secure transport infrastructure improvements, commuted payments for off site open space and provision of community facilities.
Following the grant of outline planning permission, the applicants will be able to submit detailed plans for buildings and spaces within the development; these are known as 'reserved matters submissions'. These applications will be subject to public consultation and will be decided by the Planning Committee.
There will be a number of planning conditions on the outline planning permission which define the terms of the permission. The applicants will need to submit further information to address these conditions. Some of this information will be part of the reserved matters submission but other information will be submitted to officers for a decision. The Planning Committee has resolved that some important matters should come back to them for a formal decision as opposed to being delegated to officers. These include approval of the development phasing plan, the public realm and landscape strategy, the ecology strategy, detailed transport works and a design brief for works to the highway.
