Antoinette Jackson, Chief Executive
Antoinette Jackson was appointed as Chief Executive in June 2009. As the most senior officer at the council, Antoinette has responsibility for all the council's staff and services.
The Chief Executive's role includes:
- leadership - working with councillors to ensure strong and visible leadership and direction, encouraging and enabling managers to motivate and inspire their teams to deliver services
- strategic direction - ensuring all staff understand and adhere to the strategic aims of the organisation and follow the direction set by the councillors
- policy advice - acting as the principal policy adviser to the councillors to lead the development of workable strategies, which will deliver the political objectives set by the councillors
- partnerships - leading and developing strong partnerships to achieve improved outcomes and better public services for local people
- operational management - overseeing financial and performance management, risk management and people management within the council
Chief Executive's salary and other benefits
Antoinette's salary for 2011-12 is £117,859 per year.
Antoinette is also the returning officer for all elections held in Cambridge. This is in addition to her role as Chief Executive and in 2010-11 she received £3,506.24.
As an employee of the council, Antoinette is entitled to and receives pension contributions from the Local Government Pension Scheme (LGPS). This is a contributory scheme and Antoinette contributes 7.5% of her salary to the scheme. Employers' contributions to the LGPS vary depending upon how much is needed to ensure benefits under the scheme are properly funded, and are set independently. The Chief Executive may also claim expenses for travel and subsistence.
Liz Bisset, Director of Customer and Community Services
As Director of Customer and Community Services, Liz is responsible for housing strategy including community safety, housing management under the City Homes banner and housing revenue and benefits.
Liz also has responsibility for the customer service centre, neighbourhood community development including services for children and young people, and arts and recreation including sport, events on open spaces and the Corn Exchange.
Liz's salary for 2011-12 is £91,891 per year.

Simon Payne, Director of Environment
As the Director of Environment, Simon is responsible for waste and recycling, car parks, crematorium and bereavement services, CCTV, cleaning and maintaining streets and open spaces, environmental health, taxis, private sector housing, planning policy, development control, building control, tourism and city centre management.
Simon's salary for 2011-12 is £88,646 per year.

David Horspool, Director of Resources
As the Director of Resources, David is responsible for strategic financial advice to the council, accountancy, audit, human resources, ICT, legal, procurement and managing our extensive commercial property portfolio, as well as the repair and maintenance of council housing stock.
David's salary for 2011-12 is £91,891 per year.

All senior officers are required to be politically neutral. This means they do not participate in any party political activity although a good deal of their work involves advising and assisting elected councillors.
