The Resources department provides a comprehensive range of support services to the council, including repair and maintenance services for council tenants, and property-management services for other council-owned properties.

Services

Accountancy and Support

Head of Accounting Services: Julia Minns

Accountancy and Support provides a wide range of financial and other support services to the council, including:

  • payroll services
  • supplier and creditor payments
  • billing and collection of sundry debts
  • risk management advice and insurance arrangements
  • financial advice and support to service managers and members together with corporate accounting services including banking, investments and statutory financial reporting

Human Resources

Head of Human Resources: Deborah Simpson

Recruitment, learning and development, advice to managers on employment law and the City Council’s human resources policies.

ICT Client

Head of ICT Client: James Nightingale

The ICT Client team assists managing the council's information client technology service, including:

  • running the council's contract with Serco, managing regular delivery of their services and re-letting the contract
  • developing the council's ICT and information strategies
  • managing ICT projects
  • helping with general ICT support and advice to departments
  • managing the post and scanning room

Internal Audit

Head of Internal Audit: Steve Crabtree

Internal Audit is an independent appraisal function whose role is to examine and report on the control environment for activities within the council. We report to both management and to members, through the Civic Affairs Committee.

Legal Services

Head of Legal: Simon Pugh

Legal Services provides an in-house legal service for the council. Examples of the services we provide include:

  • drafting contracts for the council
  • recovering debts owed to the council
  • preparing planning agreements for new developments in the city
  • prosecuting for breaches of the law, including antisocial behaviour, noise nuisance and breach of licensing laws

We are also responsible for the Local Land Charges service, which is used by people buying and selling land.

Property and Building Services

Acting Head of Property and Building Services: Philip Doggett

Property Services is responsible for managing the council's commercial property portfolio and providing professional surveying advice on a range of matters such as valuations, disposals and acquisitions.

Building Services provides repair and maintenance services across the council's whole portfolio of operational and non-operational property, excluding housing but including architectural and design services.

Repairs and Maintenance

Head of Repairs and Maintenance: Bob Hadfield

The Repairs and Maintenance service's remit is to repair, modernise or adapt the council's housing stock while ensuring that the council provides attractive housing in environments people wish to live in.

Examples of work carried out include repairs and maintenance, adaptations for disable people and energy-efficiency improvements.
