All council services published a service plan until 2011–12, when the council decided to move to producing portfolio plans, one for each of the seven executive councillors.
The aim of this change in our approach to performance planning was to more directly align each executive councillor's responsibility for a portfolio area to the delivery of the services contained within that portfolio.
