An executive councillor is responsible for taking key decisions about services.
To balance the Executive's powers, scrutiny committees are responsible for advising and reviewing decisions.
The hold the Executive to account to make sure the best decisions are taken for the council and local residents.
Scrutiny committees consist of non-executive councillors. Their composition reflects the political balance of the council.

Community Services Scrutiny Committee
The Community Services Scrutiny Committee consists of nine councillors, three tenant and leaseholder representatives, and one representaive from the Primary Care Trust (PCT).
The councillors and the tenant/leaseholder representatives scrutinise the decisions of the Executive Councillor for Housing.
The councillors also scrutinise decisions made by the Executive Councillor for Community Development and Health (joined by the PCT representative for decisions relating to health issues) and by the Executive Councillor for Arts and Recreation.
