By law, some decisions and functions cannot be exercised by the Executive.

These are usually referred to as regulatory decisions.

The council has allocated responsibility for regulatory decisions between the following committees and subcommittees.

Civic Affairs Committee

The Civic Affairs Committee comprises six councillors.

The committee is responsible for:

  • elections
  • the name and status of areas and individuals
  • making, amending, revoking or re-enacting byelaws
  • the power to promote or oppose local or personal bills

Development Control Forum

Development Control Forums are a platform for members of the public to present their views on a planning application to the applicant and planning officers.

A petition must be submitted to planning officers beforehand.

The aim of the forum is to allow early discussion of the planning issues raised by petitioners and to explore the scope for resolving concerns.

Development Plan Steering Group

The Development Plan Steering Group works with the Executive Councillor for Climate Change and Growth to prepare a detailed response to the county council's structure plans and to carry out detailed work in developing the Local Plan.

Joint Development Control Committee

The Joint Development Control Committee comprises members appointed by the city and county councils and South Cambridgeshire District Council.

Its remit is to exercise each of the councils' powers and duties in relation to major and ancillary developments on the fringes of the city.

Licensing Committee

The Licensing Committee comprises twelve councillors who consider licensing policies in relation to the granting of licences for the sale of alcohol and the provision of hackney carriages and private-hire vehicles, for sex shops and sex cinemas, and for market and street trading.

Licensing Subcommittee

The Licensing Subcommittee is made up of any three councillors from the Licensing Committee.

It considers application for the granting or review of licences under the Licensing Act 2003.

Planning Committee

The Planning Committee meets each month to deal with major planning applications.

Members of the public who have written to the planning officer are able to speak in support or opposition to applications, and these views are taken into account when the councillors make their decisions.

Minor planning applications are dealt with by the relevant area committees or by senior planning officers under delegated powers.

Standards Committee

The Standards Committee comprises six councillors and three external members. The external members are Cambridge residents, have voting rights and are appointed by councillors.

The committee members promote, maintain and monitor high standards of conduct by councillors. A key function of the Standards Committee is monitoring the operation of the Members' Code of Conduct.
