Design and delivery of Clay Farm community centre
Cambridge City Council wishes to place a contract for the appointment of a suitable multi-disciplinary, design-led consultancy team to provide services in respect of the newly proposed, multi-use community centre at the Clay Farm development in Cambridge.
The proposed community centre building will, in addition to providing facilities for direct use of individual members and groups of the local community, house a joint service centre for the public sector bodies operating in the area, including a health centre with consultation rooms for general practitioners, spaces for primary care support services and a minor surgery suite. The building will also include residential accommodation of up to twenty affordable flats.
The term 'design led' is used in this context to emphasise the value that will be placed on a consultancy team that can deliver a quality design and environmentally sustainable building from design brief through planning to completion of the construction phase.
An OJEU Notice has been issued for this contract. The OJEU Notice number is 2012/S 15-024031.The procurement process is a two stage Restricted tender. The estimated value if the contract is in the range of £600,000-£700,000.
Cambridge City Council will be using the Eastern Shires Purchasing Organisation (ESPO) to run this procurement exercise on its behalf.

Diamond Jubilee public art project
A public realm improvement project has been undertaken at the Wulfstan Way Local Centre. The aim of the project is to not just improve the public realm but also to promote the use of the centre. The proposals for the improvements were developed in consultation with the local community and an aspiration emerged for the project to include artist-designed seating.
The principles for a public art commission as part of this wider project have now been developed and Cambridge City Council wishes to commission an artist – or group of artists – to develop and deliver an artwork to compliment the wider public realm works at the Wulfstan Way Local Centre.
This commission is to design and deliver a bespoke artwork that forms seating. A high level of community interaction is expected from the artist and this will require engaging with local school children and older residents, using social activity to bring them together to share and explore the local stories and social history from the area over the past 60 years, and also explore their aspirations for the next 60 years.
The artist will use this activity to develop a community event and also as research and inspiration for the development of the design of the seating. This commission is inspired by the spirit of the Diamond Jubilee, rather than literally translating it.
The council has identified a range of objectives the project could address:
- Create a high-quality work of art to act as seating
- Aid community building
- Inspire and involve young people and families to learn more about their local area
- Enhance the sense of belonging by residents to their local neighbourhood
- Engaged communities willing to participate in shaping their local neighbourhood
- Recognise and raise awareness of the importance of the Local Centre and encourage people to use it
- Inspire people to engage with their local area
- Celebrate the wider public-realm improvements
- Be inspired by Queen Elizabeth II’s Diamond Jubilee
All elements of the commission must be completed and the seating installed on site by the first week of August 2012. The maximum budget for the commission is £40,000.
