An employed care worker must live in the same property as the person for whom they are providing care to qualify for a discount. The care worker must provide at least 24 hours of care per week and earn less than £44 per week. In addition the care worker must have been introduced into the household by a local authority or charity.
An unpaid live-in carer must live in the same property as the person for whom they are providing care and must provide 35 hours of care per week. In addition they cannot be caring for their spouse, partner or a child under the age of 18.
The person being cared for (by a live-in carer) must be also receiving one of the following state benefits:
- Higher Rate of Attendance Allowance
- the High Rate of Care Component of Disability Living Allowance
- an increase in the Constant Attendance Allowance under the industrial injuries or war pensions scheme
- the highest rate of Constance Attendance Allowance payable on top of full rate disablement benefit paid in respect of an industrial injury.
